Per their press release, a new report issued by PricewaterhouseCoopers, in
association with the Appraisal Institute, "Real Estate Value Cycles," says
that many markets appear to be moving toward a point of stability, with
investment and development fundamentals in relative balance.

"It appears that after eight years of expansion in our economy and our real
estate markets, we will enter a contraction phase in 2001," says Peter
Korpacz, MAI, Director, Global Strategic Real Estate Research Group at
PricewaterhouseCoopers. "However, a contraction is not necessarily a bad
thing. It simply means that conditions will not be as glowingly attractive
as they have been in the past several years."

The market composite index of mortgage loan applications—a measure of loan
purchases and refinances—for the week ending July 27 decreased 0.4 percent
to 507.2 on a seasonally adjusted basis from 509.2 the previous week,
according to the Weekly Mortgage Applications Survey of the Mortgage
Bankers Association of America (MBA), which was released August 1. On an
unadjusted basis, the application index decreased 0.5 percent but was up
58.6 percent compared to the same week a year earlier.

The MBA seasonally adjusted Purchase Index decreased to 312.0 from 324.9
the previous week; the seasonally adjusted Refinance Index increased to
1643.0 from 1581.4. Other seasonally adjusted index activity included the
Conventional Index, which decreased to 656.8 from 664.3 the previous week,
and the Government Index, which increased to 257.7 from 250.3 the previous
week.

variance for same property in nation's most expensive (Palo Alto,

neighborhoods in more than 300 markets across the United States and
internationally.

Cheep, Cheep Airfares for Last Minute Travelers
FYI, biz travel is down 40% at San Francisco airport. Late last week,
United, one of the main carriers, announced they have eliminated Saturday
night stayovers from most major cities.
I had three people from the East Coast sign up late last week!

At the recent annual "Webbys" awards in San Francisco,
www.volunteermatch.com received an unprecedented top awards in two
categories. The Web site was started around 1997 in San Francisco to match
volunteers with organizations that needed them. At that time online
recruiting was new and untested. 

I typed in my zip code and asked for volunteers needed within 20 miles. 740
listings showed up, ranging from

Bankers Association of America (MBA), which was released August 8. On an
unadjusted basis, the application index increased 3.3 percent and was up
54.8 percent compared to the same week a year earlier. 
The MBA seasonally adjusted Purchase Index increased to 318.2 from 312.0
the previous week; the seasonally adjusted Refinance Index increased to
1730.1 from 1643.0. Other seasonally adjusted index activity included the
Conventional Index, which increased to 680.6 from 656.8 the previous week,
and the Government Index, which increased to 266.2 from 257.7 the previous
week.
Refinancing activity represented 46.4 percent of total applications,
increasing from 45.5 percent the previous week. ARM activity increased to
11.7 percent from 11.4 percent the previous week.
The average contract interest rate for 30-year fixed rate mortgages was
7.00 percent, increasing from 6.96 percent the previous week, with points
increasing to 1.35 from 1.29 (including the origination fee) for 80 percent
loan-to-value (LTV) ratio loans.

I understand that the ASB retired Statement No. 8, "Electronic Transmission
of Reports" effective January 1, 2002. Does this mean I can no longer send

the Associated Press, AT&T Worldnet, BellSouth, and EarthLink got high

regularly see the "scan computer" message when rebooting.

regulatory info, including links to documents, such as HUD, Fannie and
Freddie, FDIC, etc. 

Here's the HUD lender info from the AI online newsletter:
On July 23, the HUD Mortgagee Review Board submitted info on 
administrative actions taken against 55 HUD-approved mortgagees. taken
between June 1, 2000, and April 13, 2001. Six of actions were in part due
to deficiencies of appraisals being performed for the lenders.:

- 1st Republic Mortgage Bankers, Inc, Floral Park, N.Y. Action: Without
admitting fault or liability, 1st Republic agreed to an administrative
payment to HUD of $50,000. Cause: 1st Republic failed to reconcile
incongruities within the Uniform Residential
Appraisal Report prepared by the appraiser. 
- American SkyCorp, Inc, Timonium, Md. Action: The Board removed ASI's
HUD/FHA approval for five years and imposed a civil money penalty in the
amount of $220,000. Cause: ASI failed to reconcile conflicting information
concerning the URAR in one loan. 
- Irwin Mortgage Corporation, Indianapolis, Ind. Action: Without admitting
fault or liability, Irwin agreed to indemnify HUD for any losses incurred
in 16 loans. Cause: Irwin failed to reconcile discrepancies between its
files and the URAR. 
- Madison Home Equities, Inc, Lake Success, N.Y. Action: Without admitting
fault or liability, Madison agreed to a civil money penalty of $71,500, and
agreed to voluntarily withdraw from participation in all HUD programs and
not to reapply for HUD/FHA
approval for five years. Cause: By ignoring discrepancies between appraisal
reports and sales contracts, Madison failed to ensure that the appraisals
were reliable; and they failed to ensure that appraisals met the existing
requirements of HUD/FHA for inclusion of at least one conventional
comparable. 
- Mortgage Lending of America, Inc., Huntington Station, NY. Action: The
Board withdrew MLA's HUD/FHA approval for five years. Cause: MLA failed to
obtain accurate appraisals. 
- Northstar Mortgage Corporation, Dallas, TX. Action: Without admitting
fault or liability, Northstar agreed to a civil money penalty of $8,000 and
Northstar agreed to indemnify HUD on any losses incurred on two loans.
Cause: Northstar failed to resolve
inconsistencies on property appraisal reports in two loans.

On August 12, 1981, IBM announced introduced the first IBM PC. Of course,
personal computers had been around since 1975 (Altair, Atari, etc.), but
IBM's new product "legitimized" their use in business applications, not
just for hobbyist or personal use. 

At that time I was working for a biotech company as a corporate real estate
manager. Within 6 months, my company agreed to buy me an IBM PC with one
floppy drive. I think the price was around $3,000. I justified the cost to
my bosses by doing a financial analysis of how much time I would save using
a new spreadsheet program called Lotus 1-2-3, which came on one floppy disc. 

One of my favorite quotes about the anniversary was about the unreliability
of the PC. Would we accept a car that broke down 2-3 times a day, or a
microwave that wouldn't "boot up"? No. We would be boycotting the
manufacturer of the microwave, and the auto manufacturer would be out of
business. But somehow we have become dependent on a PC that regularly has
to be rebooted and is a hassle to maintain. What does this mean? I'm not
sure - but I thought it was a very interesting comment.

Over 240 appraisers, and representatives from 23 vendors, had a great time
at AppraisalTech 2001. What was the highlight? Well the education sessions
were highly rated, but the food and entertainment during the party were
also very popular. What other appraisal conference has had a stilt walker,
magician, fortune teller, and caricature artist at the reception/party.
None! Candid fotos will be up on the conference web site by next weekend,
such as "Appraisers in a deep discussion of USPAP - NOT!!"

Frank Lucco's Appraiser Survivor Game was the show-stopper, with two teams
of competing appraisers, in the "Residential Technology - where will we be
in 5 years" session. You had to be there... can't really be described ;>

Yes, there will be an AppraisalTech 2002. I'll let you know when and where.
Sorry, no tapes are available of this year's conference but I plan on
having audiotapes available next year.

Bankers Association of America (MBA), which was released last Wednesday. On
an unadjusted basis, the application index decreased 0.6 percent but was up
64.0 percent compared to the same week a year earlier.

The MBA seasonally adjusted Purchase Index decreased to 293.2 from 300.7
the previous week; the Refinance Index increased to 1769.8 from 1716.0.
Other seasonally adjusted index activity included the Conventional Index,
which decreased slightly to 666.6 from 666.8 the previous week, and the
Government Index, which increased to 248.2 from 244.1 the previous week.

Refinancing activity represented 49.7 percent of total applications,
increasing from 47.9 percent the previous week. ARM activity decreased to
11.7 percent from 13.1 percent the previous week.

The average contract interest rate for 30-year fixed rate mortgages was
6.85 percent, decreasing slightly from 6.87 percent the previous week, with
points increasing to 1.32 from 1.26 (including the origination fee) for 80
percent loan-to-value (LTV) ratio loans.
